Політика європейської пам’яті через призму євроінтеграції постсоціалістичних країн Центральної та Східної Європи: нормативно-правова основа

Анотація
Мета – дослідження нормативно-правової основи політики європейської пам’яті через призму євроінтеграції колишніх країн соцтабору Центральної та Східної Європи. Актуальність. Надання Україні статусу кандидата на членство в Європейському Союзі актуалізувало питання прискорення євроінтеграційних процесів у всіх сферах життя українського суспільства. Однією з важливих складових інтеграції є формування європейської колективної пам’яті. А тому, актуальним є вивчення питань формування основних засад політики європейської пам’яті, її нормативно-правового забезпечення, діяльності міжнародних організацій. Враховуючи комуністичне минуле країн Центральної та Східної Європи, в тому числі й України, для інтеграційних процесів у сфері політики європейської пам’яті характерним є подолання тоталітарного минулого та засудження злочинів комуністичних режимів. Результати. Розглянуто основні нормативно-правові акти органів Європейського Союзу (Європейського Парламенту, Ради ЄС, Європейської Комісії) та Парламентської Асамблеї Ради Європи, що регламентують політику європейської пам’яті та охарактеризовано питання вироблення загальноєвропейських підходів до сприйняття комуністичного тоталітарного минулого. Розкрито діяльність Платформи європейської пам’яті та сумління як провідної в даній сфері міжнародної організації в Європі та встановлено участь представників України в її діяльності. Висвітлено український фактор у політиці європейської пам’яті та оцінено її вплив на реалізацію політики національної пам’яті в Україні. Висновки. Євроінтеграція постсоціалістичних країн Центральної та Східної Європи визначила пріоритети в політиці пам’яті – інтегрування до європейської колективної пам’яті комуністичного тоталітарного минулого, вироблення загальноєвропейських підходів до його розуміння, забезпечення визнання злочинів комуністичних режимів, що панували в Європі у ХХ столітті та вшанування й увічнення пам’яті жертв цих злочинів.Завантаження
