Державна освітня політика: поняття та сутність

Анотація
У статті проаналізовані різні підходи до визначення поняття та сутності державної освітньої політики. Підкреслено, що в останні роки побачила світ значна кількість наукових праць, в яких розглядається ця проблема. Для них характерною є наявність цілого ряду дискусійних суджень щодо змісту державної освітньої політики. Розглянуто відмінності у трактуванні поняття «державна освітня політика» в енциклопедичних виданнях, зокрема «Енциклопедії освіти», «Енциклопедії державного управління», енциклопедичному словнику «Освіта дорослих», «Енциклопедичному словнику з державного управління», глосаріях. Означено, що різне визначення поняття «державна освітня політика» характерне і для навчальної літератури, наведено відмінні підходи в ряді підручників, навчальних посібників, навчально-методичних видань. Значне місце відведено висвітленню визначень поняття «державна освітня політика» у дисертаціях, насамперед з державного управління, Н. Д. Шульги, Л. М. Грень, Є. В. Краснякова, В. О. Гальпєріної. Детально розглянуто визначення поняття «державна освітня політика» у публікаціях Н. П. Гедікової, В. С. Журавського, О. А. Комарової, К. М. Малярчик, Л. Р. Наливайко, Н. І. Ногаса, А. О. Осмоловської, Я. О. Тицької тощо. Зазначено, що державна освітня політика, будучи сукупністю цілей і завдань держави в сфері освіти, не є чимось статичним, застиглим, вона постійно змінюється на кожному історичному етапі, залежно від зміни освітньої ситуації, зміни освітньої парадигми, а також зміни зовнішнього середовища. На зміст державної освітньої політики, визначення її цілей і завдань, засобів і методів її реалізації накладає відбиток також сутність держави та її соціальне призначення, оскільки цілі, завдання і функції держави формуються політичною системою з урахуванням соціально-економічного та політичного стану держави. Виходячи з цього, державну освітню політику визначається як складова політики держави, яка відображає сукупність її цілей і завдань в сфері освіти, що формуються політичною системою залежно від сутності держави та її соціального призначення і реалізуються нею за допомогою відповідних інструментів.Завантаження
