Цифрова трансформація місцевого самоврядування: визначення поняття та напрямків утворення цифрових громад

Анотація
Вплив цифрової трансформації, через механізми цифровізації, на органи місцевого самоврядування відбивається у зміні способу дій і спілкування з жителями громад з метою досягнення інтеграції інститутів громадянського суспільства і влади. В Україні, як і всьому світі, робляться важливі кроки в цьому напрямку. Разом з тим, очевидно ще належить пройти довгий шлях впровадження цифрових технологій, оскільки багато органів управління територіальних громад (ТГ) використовують широкий спектр успадкованих застарілих систем і технологій, які потребують заміни. Метою дослідження є визначення процесу цифрової трансформації в місцевому самоврядуванні, який супроводжується високою потребою у швидкому створенні і розвитку цифрових громад та вимагає переосмислення підходів до організаційно-функціональної структури органів місцевого самоврядування в умовах цифровізації, (то б то реалізацію завдань цифрової трансформації). Проаналізовано основні аспекти утворення та напрямки розвитку цифрових громад. У висновку запропоновано авторське визначення поняття «цифрова громада». Цифрова громада це система управління у сфері місцевого самоврядування територіальних громад основана на цифровому врядуванні з використанням цифрових технологій великих баз даних та штучного інтелекту. Цифрові технології, як і будь які попередні інноваційні результати науково-технічних революцій, створюють потенційні можливості або підґрунтя для удосконалення діяльності органів публічної влади. Яким чином керівники держави або органів місцевого самоврядування скористаються такою можливістю ? Таке цілком залежить від розуміння особами, що приймають рішення, необхідності та неминучості переходу до цифрового врядування.Завантаження
