Electronic Voting: Conceptual Approaches

The aim of the study is to define conceptual approaches to the concept of "electronic elections" and to identify obstacles to their implementation in Ukraine. The relevance of the topic is due to the discrepancy between the rapid introduction of digital technologies in all spheres of society and the obstacles that have arisen on the way to the introduction of electronic voting in the process of expressing the will of citizens. The local elections in Ukraine in 2020 became a definite marker of this situation. Common research methods have used, such as induction and deduction, synthesis and analysis, dialectical and comparative methods. The existing classifications of electronic voting have been analyzed and the forms and mechanisms of electronic voting abroad have been considered. Legal barriers to the introduction of electronic voting in elections have been identified. The examples of arguments of a negative attitude to the use of digital technologies in the expression of the will of citizens have been given. The role and importance of the electronic voting in the development of electronic democracy and the functioning of electronic government have been shown. It has been concluded that the ambiguity of the concept itself gives rise to a lack of understanding of electronic voting’s ways of practical implementation, creates certain barriers to further progress in this direction. Today, foreign and domestic experts have provided a large number of proposals that can become elements of the "road map" for the introduction of modern digital technologies in the process of expressing the will of citizens and, thus, help to overcome the numerous problems of the traditional "political technology" electoral system.
