Methodological Principles of Development Mechanisms for Organizational Competence of Local Government Officials

Abstract

The article investigates the use of methodological bases and the development of the appropriate terminological subsystem for the development mechanisms of organizational competence of local government officials. Researchers pay special attention to the methodology of public administration, the essence of which is revealed in this article. The author tries to systematize the scientific works of domestic scientists on the methodology concerning with the competence of local government officials. While analyzing various theoretical and methodological approaches – systemic, dialogical, structural, functional and competence building approaches, the author emphasizes the importance of multi-vector process for the organization of government officials’ management activities. The essence of the multi-vector approach is that it should be stable, reproducible, progressive, it also should contain a source for further study of methods and principles of mechanisms for developing organizational competence of local government officials, that affects the effectiveness of their management activities. In this context, the important task on the methodology of researching the mechanisms for the development of organizational competence of local government officials is to study their functional features in conditions of social transformation. It ensures the formation of partnerships between public authorities and the society. The effectiveness of problems solution depends on the ability of government officials to involve the public in management activities with different views, to unite them for producing innovative ideas and solutions. Therefore, the organizational competence of such officials contributes to the high quality of tasks resolution at the local level. The implementation of the outlined tasks is also influenced by the choice of methods for the development of organizational competence of local government officials. Therefore, this scientific research allows to reveal the essence of such methods, characteristics and connections between them.
