Training of health management specialists in the context of public administration reform

Abstract

The modern paradigm of public management is a multi-vector concept of reforming traditional management models that operate in various sectors of the population, including health care. The importance of the transformation of the conditioned sphere is connected with the neсessity to improve the quality of medical services and the level of service to citizens. The updating work standards of health care workers is aimed at ensuring the professional competence of medical staff at the national and interstate levels. This is especially true for managers whose management decisions determine the strategic guidelines of the health care facility for future periods. With the intensification of reform processes, the methods of training managers of medical institutions and standards of their professional activity are changing, the conceptual basis of regulatory mechanisms is updated, which requires in-depth determination of current trends and results of public administration reform on the level of training and qualification of health care managers. Competitiveness and professionalism of specialists is the basis of social-economic stabilization. However, today the management of the health care sector remains ineffective, which necessitates in-depth research on the outlined issues. Accordingly, the scientific article is an original study of the modern mechanism of training managers in the field of health care in terms of intensifying measures to reform the public administration system. The research methods used during the writing of the scientific article are: statistical-analytical, methods of comparison, analysis and generalization, graphic modeling. The analysis of the outlined issues showed that the system of training health management specialists is at the stage of transformation of traditional approaches. The preconditions for such tendencies were reform measures in the structure of public administration, in particular, political decentralization. The redistribution of functional responsibilities between managers requires the latest mechanisms for training and retraining of managers, significant funding for educational processes, as well as the structuring of management powers between different levels of public management. Since today the problems of financial, organizational, methodological and educational nature remain unresolved, the effectiveness of management models does not reach the desired level, which is reflected in the lack of dynamic socio-economic development of the state.
