Концепція «розумного міста»: уточнення ключових понять у контексті забезпечення розвитку великого муніципального утворення
Анотація
У статті розкрито зміст і досліджено понятійно-категоріальний апарат становлення «розумного міста» на території великого муніципального утворення. Подано класифікацію великих муніципальних утворень, що прямують до «смартизації» своїх послуг (комунальні, освітні, медичні, публічні), за видами. В її межах визначено, що розумні міста розглядаються світовою науковою спільнотою з двох позицій: з одного боку, як об’єкти стихійного суспільно-економічного руху, який не завжди можна скерувати у заданому стратегічному напрямі; з іншого боку, як управлінська категорія – міста, які ефективно використовують всю доступну інформацію для кращого розуміння й контролю своїх функцій та оптимального використання наявних ресурсів, у тому числі потенціалу мешканців. Розроблено систему факторів, розвиток яких спрямований на формування засад розумного міста. В основу розроблення такої системи покладено концепцію сталого розвитку. Відповідно, представлено комплекс наступних факторів, що впливають на «смартизацію» міського розвитку: технологічний (визначає рівень розвитку та публічної доступності цифрових технологій у міських сервісах); людський (створює простір для творчості, навчання, отримання та генерування знань); економічний (окреслює межі економічної спроможності міста, узгодження господарських завдань із соціальними пріоритетами та екологічними потребами); інституційний (формує засади належного управління комплексним розвитком міста, сприяє розвитку смарт-спільноти та залучення інтелектуального капіталу). Наведено критерії відповідності цілей управління розумним містом, що визначають зміст і напрями керування муніципальним утворенням на основі стійкості; представлені і структуровані чинники становлення такого міста (інституційний, соціальний, економічний, технологічний), відповідно визначено поняття «розумне місто» крізь призму інституційного, соціального, економічного, технологічного та інтегрованого управлінського підходів.Завантаження
