Порівняльний аналіз міжнародних моделей реінтеграції військовослужбовців, які пережили ізоляцію, та їх адаптація в Україні
Анотація
Актуальність. Актуальність дослідження зумовлена масштабами повномасштабного вторгнення Російської Федерації та необхідністю формування ефективної системи ветеранської політики як складової реформування системи публічного адміністрування.Метою статті є здійснення порівняльного аналізу міжнародних моделей реінтеграції військовослужбовців, які пережили ізоляцію, з метою виявлення кращих практик та обґрунтування напрямів їх адаптації в системі публічного управління України.Результати. На основі системного, структурно-функціонального та порівняльного методів проаналізовано досвід США, Ізраїлю, Великої Британії, Канади та країн Північної Європи. Виявлено спільні риси: міжвідомча координація, мультидисциплінарний підхід, інституційна спроможність та цифровізація послуг підтримки. Розроблено класифікацію механізмів публічного управління реінтеграцією та запропоновано інтегральну модель оцінювання ефективності.Висновки. Обґрунтовано, що успішна адаптація міжнародного досвіду в Україні потребує врахування національного контексту. Практична цінність полягає у формуванні системи KPI для моніторингу ефективності реінтеграційних програм та у розробці рекомендацій для органів виконавчої влади.Завантаження
