Європейський досвід розвитку лідерства на публічній службі

Анотація
У статті комплексно досліджено європейський досвід розвитку лідерства на публічній службі. Актуальність дослідження європейського досвіду розвитку лідерства на публічній службі обумовлена сучасним етапом реформування публічної служби в Україні в умовах європейської інтеграції та необхідності гармонізації вітчизняного законодавства із законодавством ЄС й повноцінного впровадження принципів належного врядування, що детермінує потребу дослідження кращих європейських практик у цій сфері.Метою статті є комплексний аналіз європейського досвіду розвитку лідерства на публічній службі та визначення перспективних напрямів використання його в Україні. Окрему увагу приділено визначенню лідерства в оновлених у 2023 р. Принципах державного управління, розроблених на запит Європейської Комісії Програмою SIGMA. Обґрунтовано, що впровадження даних Принципів у практичну діяльність органів публічної влади України максимально сприятиме розвитку лідерства публічних службовців нашої країни.Визначено особливості моделей розвитку лідерства в європейських країнах. Особливу увагу приділено Франції, яка останні шість років впроваджує амбітну та комплексну реформу вищої державної служби.Обґрунтовано, що розвиток лідерства є необхідною умовою ефективної, відповідальної, людиноцентричної публічної служби. Сучасний публічний службовець має бути не лише високо професійним виконавцем, а й сильним та відповідальним лідером змін, здатним повести за собою колектив однодумців та забезпечувати ефективне управління в інтересах суспільства та якісне надання публічних послуг.Акцентовано на необхідності ґрунтовного та критичного аналізу європейського досвіду розвитку лідерства на публічній службі з метою визначення перспективних напрямів впровадження успішних практик якого у процесі реформування публічної служби нашої країни.Завантаження
