Цифрова бюрократія: механізми інституційної модернізації

Анотація
Анотація.У статті досліджено феномен цифрової бюрократії як сучасної форми інституційної модернізації публічного управління. Актуальність дослідження цифрової бюрократії зумовлена глибокими трансформаціями, що відбуваються в системі публічного управління під впливом цифрових технологій. Класична бюрократія, заснована на ієрархії, формалізованих процедурах та письмовій документації, поступово трансформується в систему, у якій ключову роль відіграють цифрові платформи, інтегровані реєстри та алгоритмізовані процеси.Метою підготовки статті є обґрунтування цифрової бюрократії як моделі інституційної модернізації та визначення ключових механізмів її функціонування.Встановлено, що цифрова трансформація державного управління вийшла за межі впровадження окремих ІТ-рішень і дедалі більше набуває характеру інституційної модернізації, що змінює логіку бюрократичного порядку. Якщо класична бюрократія у веберівському розумінні спиралася на ієрархію, формалізовані правила, письмові процедури та стабільний поділ компетенцій, то цифрова бюрократія формує іншу конфігурацію: дані та алгоритми стають елементами владного впливу, цифрові платформи – інфраструктурою координації, а сервісна взаємодія з громадянами – ключовим критерієм ефективності.Обґрунтовано, що цифровізація адміністративних процесів виходить за межі технічного вдосконалення та формує нову інституційну архітектуру, у якій дані, алгоритми та цифрові платформи стають ключовими механізмами координації, контролю й надання публічних послуг. Проаналізовано нормативно-процедурний, організаційний, інформаційно-даниховий, алгоритмічний, сервісно-орієнтований та підзвітний механізми модернізації. Особливу увагу приділено проблемам алгоритмічного врядування, прозорості та захисту прав громадян. Запропоновано модель відповідальної цифрової бюрократії як інтегрованої системи правових, організаційних і технологічних інструментів.Завантаження
