Досвід емпіричного дослідження використання інструментів державної підтримки малого та мікробізнесу у прифронтовому регіоні

Анотація
Анотація.Актуальність. Повномасштабна війна спричинила трансформацію регіональних економік України, особливо у прифронтових областях, де малий і мікробізнес функціонує в умовах підвищених безпекових ризиків та інституційних обмежень. Особливої актуальності набуває емпірична оцінка реальної доступності та результативності таких інструментів підтримки, оскільки саме прифронтові регіони характеризуються асиметрією ризиків, ресурсних обмежень і потреб бізнесу, що не завжди враховується у стандартних програмах державної допомоги.Метою дослідження є обґрунтування напрямів модернізації системи державної та регіональної підтримки малого й мікробізнесу в умовах воєнного стану на прикладі прифронтового регіону.Результати. Встановлено домінування мікро- та малого бізнесу у структурі підприємницької діяльності прифронтового регіону, передусім у сфері послуг. Виявлено, що найбільш затребуваними інструментами підтримки є грантові програми, зокрема державні мікрогранти, тоді як кредитні, консультаційні та навчальні інструменти використовуються обмежено. Визначено ключові бар’єри доступу до програм підтримки, серед яких інформаційні, комунікаційні та безпекові чинники. Ідентифіковано пріоритетні потреби бізнесу, пов’язані з енергетичною та цифровою стійкістю, технологічною модернізацією та маркетинговою підтримкою.Висновки. Охарактеризовано нерівномірність доступності та результативності інструментів державної й регіональної підтримки малого та мікробізнесу у прифронтовому регіоні. Обґрунтовано доцільність переходу до комплексної моделі підтримки, орієнтованої на підвищення енергетичної та цифрової стійкості бізнесу в умовах воєнного стану.Завантаження
