Smart City у системі відкритих даних та електронного урядування

Анотація
Стаття ґрунтується на критичному аналізі концепції розумного міста через призму інтеграції механізмів управління відкритими даними та електронного урядування. Дослідження висвітлює теоретико-концептуальні засади розумного міста, розроблені міжнародними організаціями. На основі систематичного огляду верифікованих академічних публікацій, офіційних документів міжнародних організацій та емпіричних даних про впровадження розумних міст проведено детальний аналіз механізмів функціонування відкритих даних та електронних сервісів урядування. Особлива увага приділяється критичному осмисленню фундаментальних обмежень, внутрішніх протиріч та системних викликів концепції розумного міста. Дослідження встановлює, що ефективність впровадження Smart City залежить передусім від якості інституціональних механізмів управління даними, від наявності механізмів демократичного контролю та справедливого розподілу влади у процесах розробки стратегічних рішень щодо розвитку та управління міськими системами, а не виключно від обсягу технологічних інвестицій. На основі компаративного аналізу міжнародних практик впровадження розумних міст у різних юрисдикціях (Естонія, Фінляндія, Барселона, Україна) та аналізу невдачної ініціативи Sidewalk Labs у Торонто виявлено ключові фактори, що визначають успішність або неспроможність цифрової трансформації міського простору. Встановлено, що домінуючі технократичні парадигми розумного міста часто маскують процеси приватизації публічних благ, поглиблення цифрової нерівності та зростаючої залежності органів місцевого самоврядування від комерційних технологічних корпорацій.Завантаження
