Зарубіжний досвід надання адміністративних послуг органами публічної влади та можливості його використання в Україні

Анотація
Актуальність. Одним із першочергових завдань апгрейду публічного управління в Україні є оптимізація системи надання адміністративних послуг (АП) органами публічної влади. Формування доступних та прозорих умов їх отримання споживачами позиціонується важливим аспектом інноваційного національного розвитку та стимулювання суспільного розвитку в контексті євроінтеграції. Впровадження успішного практичного досвіду міжнародної спільноти у даній сфері, що включає інноваційні практики публічного адміністрування, дозволить формувати ефективний механізм соціально-правового захисту громадськості, стимулюватиме активність соціуму в сфері публічного управління, сприятиме підвищенню якості надання АП органами публічної влади. Метою дослідження є узагальнення позитивного зарубіжного досвіду надання адміністративних послуг органами публічної влади та визначення можливостей його використання в Україні.Результати. У статті розглянуто теоретико-методологічне підґрунтя успішних практик міжнародної спільноти в сфері публічного управління для оптимізації функціонування центрів надання адміністративних послуг (ЦНАП) в Україні. Сформовано рекомендації щодо створення та інтеграції європейського досвіту цифровізованих офісів. Розглянуто основні виклики та ризики, що супроводжують сучасні підходи до надання АП в контексті цифровізації. З`ясовано, що результативність апгрейду досліджуваної сфери детермінується рівнем налагодження взаємодії між суспільством та органами публічної влади. Висновки. У дослідженні доведено, що ефективне надання АП органами публічної влади має здійснюватися шляхом поєднання традиційних та цифрових каналів, з максимальним залученням практик успішного міжнародного досвіду в українську систему публічного управління.Завантаження
