Концептуалізація поняття "цифрова демократія" у сучасному науковому дискурсі

Анотація

Актуальність дослідження зумовлена необхідністю систематизації існуючих підходів до розуміння цифрової демократії в контексті публічного управління та адміністрування, визначення її сутнісних характеристик та концептуальних меж, а також розкриття потенціалу цифрових технологій у трансформації демократичних інститутів та процесів у системі публічного управління України. Мета статті полягає в комплексному дослідженні теоретичних підходів до концептуалізації поняття «цифрова демократія» у сучасному науковому дискурсі публічного управління та адміністрування, виявленні її міждисциплінарної природи та систематизації основних концептуальних моделей. Досліджено міждисциплінарну природу феномена цифрової демократії, виявлено спільні та відмінні риси між поняттями «цифрова демократія» та «електронна демократія». Систематизовано основні концептуальні підходи до розуміння цифрової демократії в контексті сучасних цифрових трансформацій публічного управління. Запропоновано інтегративний підхід до визначення цифрової демократії як комплексного соціально-політичного феномена, що відображає процес трансформації демократичних інститутів та практик під впливом цифровізації суспільства та цифрової модернізації системи публічного управління та адміністрування. У висновку зазначається, що концептуалізація поняття «цифрова демократія» в сучасному науковому дискурсі публічного управління та адміністрування є складним та багатоаспектним процесом, що відображає комплексну трансформацію демократичних інститутів, цінностей та практик публічного управління під впливом цифровізації суспільства. Подальший розвиток цієї концепції потребує міждисциплінарного підходу та інтеграції різних перспектив та аспектів дослідження цього феномену.
