Державна політика обмежень у сфері масової комунікації в умовах воєнного стану

Анотація
Актуальність. У статті здійснено аналіз законодавчої бази як інструменту державної регуляторної політики спрямованої на інститут масової комунікації в умовах російсько-української війни. Розглянуто вплив обмежувальних заходів на діяльність медіа і масову комунікацію, а також досліджено ставлення медіаспільноти та громадськості до цих обмежень. Мета дослідження полягає в дослідженні обмежувальних механізмів законодавства, як інструменту державного регулювання масмедіа в кризових умовах, та оцінці сприйняття та зворотної реакції об’єктів регулювання. Результати. Проведене дослідження показало, що держава активно застосовувала практики обмеження функціонування інформаційного простору та регулювання комунікаційних відносин задля забезпечення національної безпеки. Обмеження були спрямовані, як на медіа галузь так і на індивідуальну комунікацію. Проте попри широке коло обмежень державний регуляторний потенціал був використаний не повною мірою. Попри обґрунтованість обмежень умовами воєнного стану, значна частина суспільства сприймає їх як обмеження прав і свобод. Найбільш критичну позицію щодо обмежень займають представники медіа, які вказують на наявність у них ознак державної цензури. Разом з цим медіа вдаються до самоцензури і самообмеження. Зміна соціальних настроїв продемонструвала стійкий зв’язок з тривалістю конфлікту. Погіршення соціальних настроїв прямо пропорційне тривалості конфлікту. Аналогічну тенденцію продемонстрували настрої представників медіа спільноти. Висновки. За результатами дослідження визначено необхідність подальшого вдосконалення інформаційної політики, зокрема через чітке окреслення меж обмежень, дотримання міжнародних стандартів та залучення громадянського суспільства і представників медіа до формування державної стратегії у сфері комунікацій. Визначено важливість активної взаємодії з інститутами громадянського суспільства для легітимізації рішень влади.Завантаження
