Механізми публічного управління розвитком інтелектуального потенціалу в умовах цифровізації

Анотація
Актуальність. У статті досліджено механізми публічного управління, спрямовані на розвиток інтелектуального потенціалу в умовах цифровізації, яка виступає драйвером соціально-економічного зростання та інноваційного прориву. Інтелектуальний потенціал розглядається як стратегічний ресурс, що включає знання, навички та компетенції, необхідні для забезпечення конкурентоспроможності. Проаналізовано роль цифрових технологій (штучного інтелекту, великих даних) у підвищенні ефективності управління, розвитку людського капіталу та залученні громадян до прийняття рішень. Метою статті є дослідження механізмів публічного управління для розвитку інтелектуального потенціалу в умовах цифровізації та визначення шляхів їх вдосконалення. Результати дослідження. Цифровізація управлінських процесів відкриває нові можливості для оптимізації державного управління, підвищення прозорості та якості послуг. Розглянуто приклад успішного впровадження мобільного додатку «Дія», що інтегрує державні послуги, знижує адміністративні бар’єри та підвищує довіру громадян до влади. Акцентовано на потенціалі державно-приватного партнерства для реалізації інноваційних проєктів, таких як смарт-міста та електронне врядування. Наголошено на важливості адаптації міжнародного досвіду, зокрема цифрової трансформації державного управління в країнах Організації економічного співробітництва та розвитку. У цих країнах впровадження штучного інтелекту сприяє автоматизації процесів, підвищенню прозорості й ефективності прийняття управлінських рішень. Висновки. Розвиток механізмів публічного управління розвитком інтелектуального потенціалу в умовах цифровізації потребує системного підходу. Стратегічні напрями вдосконалення включають розробку комплексних державних програм для розвитку цифрових компетенцій, підтримку інноваційної діяльності та впровадження міжнародних практик для забезпечення сталого розвитку України.Завантаження
