Основні принципи публічної політики національної пам’яті

Анотація
Актуальність. Національна пам’ять Українського народу є важливим чинником формування й утвердження української національної та громадянської ідентичності, відіграє консолідуючу роль і сприяє єднанню суспільства, забезпечує національну безпеку держави. Зростання суспільного інтересу до національної пам’яті останні десять років активізувало політико-управлінські процеси у цій сфері, сприяло законотворчій діяльності, викликало науковий та публічний дискурс навколо питань інституціоналізації публічної політики національної пам’яті. Сьогодні перед публічними службовцями, науковцями та громадськістю стоїть завдання щодо визначення основних засад політики національної пам’яті, формування методології, розробки понятійно-категоріального апарату тощо. Мета – визначити основні принципи публічної політики національної пам’яті. Результати. У статті визначено та обґрунтовано основні принципи, яких мають дотримуватися усі суб’єкти публічної політики національної пам’яті в Україні: верховенство права; пріоритетність захисту національних інтересів; відкритість і прозорість процесів підготовки та прийняття рішень органами публічної влади; рівність прав та недискримінація; системність та комплексність; міжвідомче та міжсекторальне партнерство; баланс загальнодержавних, регіональних та місцевих інтересів; політична неупередженість тощо. До уваги бралися положення міжнародного права та нормативно-правові акти України, що регулюють суспільні відносини і політико-управлінські процеси у сфері національної пам’яті та в інших сферах суспільного життя. Також проаналізовано проєкт Закону України «Про засади державної політики національної пам’яті Українського народу». Висновки. Визначені основні принципи публічної політики національної пам’яті відіграють важливу роль у суспільних відносинах в умовах розвинутої демократії. Вони є пріоритетними у міжнародному праві та закріплені у вітчизняному законодавстві. Наразі в Україні триває законотворчий процес, що має забезпечити юридичне закріплення основних засад політики національної пам’яті.Завантаження
