Забезпечення реалізації активного виборчого права шляхом застосування цифрових технологій під час виборчого процесу

Анотація
Актуальність дослідження пов’язана з тим, що цифрова трансформація, як глобальний тренд сучасного розвитку суспільства поступово стає основною світовою тенденцією у процесах реформування національних виборчих систем. Цифрові технології стають не тільки частиною матеріально-технічного забезпечення виборчого процесу, а й починають відігравати роль дієвих інструментів забезпечення реалізації загальних принципів демократичної організації виборів. Метою статті є визначення особливостей застосування у виборчому процесі цифрових технологій за допомогою яких створюються ефективні механізми для реалізації активного виборчого права громадян. Проаналізовано світовий досвід використання цифрових технологій під час ведення реєстру виборців, формування списків виборців та їх ідентифікації. Визначено передумови та перспективи цифрової модернізацій вітчизняного виборчого процесу, як умови забезпечення реалізації активного виборчого права громадян України. Робиться висновок, що застосування сучасних цифрових технологій забезпечує повноту та безпомилковість ведення реєстру виборців, належний спосіб формування списків виборців та точність ідентифікації виборця під час волевиявлення. Відповідний позитивний досвід зарубіжних країн може стати предметом широкого експертного обговорення в Україні з метою внесення змін до виборчого законодавства на предмет включення норм щодо порядку та умов впровадження цифрових виборів.Завантаження
