Цифрова трансформація публічного сектора в забезпеченні регіонального партнерства

Анотація
В актуальності визначено відмінності цифровізації та цифрової трансформації, особливості цифрової трансформації в публічному управлінні заради забезпечення розвитку цифрової економіки. Мета статті полягає у дослідженні підходів до формування цифрових екосистем в публічному секторі на регіональному рівні (від мережі партнерів та заінтересованих сторін, пріоритети розвитку держави, обслуговування споживачів, збір та обробка інформації, організаційна культура, базові компетентності лідерство та цифрові навички, середовище, досвід споживачів – клієнтський досвід, моделі робочого місця, час обробки звернення, обмеження ресурсів, підготовка фахівців, суміжність «готових» рішень і т.і.). У результатах проаналізовано необхідність формування спільноти «розумних регіонів» як основного напряму впровадження цифрової економіки, наближення України до цифрового ринку ЄС. Вивчено еволюцію формування української національної коаліції цифрової трансформації. Проведено аналіз основних нормативно-правових документів та акцентовано увагу на діяльності заступників з питань цифрової трансформації. Доведено доцільність формування широких партнерств цифрового лідерства на регіональному, муніципальному рівнях. Відзначено активну роль громадських організацій у впровадженні цифрових навичок публічних службовців і цифрових амбасадорів для формування цифрового лідерства серед регіонів. Виокремлено важливу роль розвитку цифрової освіти та набуття цифрових компетентностей клієнтами-споживачами, обґрунтовано доцільність застосування клієнтського досвіду, брендування регіону як надійного роботодавця. Наведено стислий аналіз практики застосування індексу цифрової трансформації регіонів. У висновках розроблено рекомендації з тенденцій регіональної цифрової трансформації: формування регіональних коаліцій цифрової трансформації для «готових рішень» для громад, застосування клієнтського досвіду, управління талантами, підвищення продуктивності та прогнозного аналізу поведінки споживача.Завантаження
