Формування державних механізмів захисту національних цінностей в зарубіжних країнах

Анотація
Автор статті розкриває поняття «національні цінності», що має надзвичайно утилітарне значення для сучасної системи світового порядку, визначає геополітичні прагнення держави, які детермінують систему суспільного устрою, впливають на визначення цивілізаційного шляху розвитку. На думку автора, ця категорія виступає найбільш охоронюваним об’єктом всієї сукупності державно-правових засобів, механізмів та інструментів, які держава не лише охороняє як національні цінності, а й визначає їх орієнтиром суспільного та цивілізаційного розвитку, що перетворює їх на фактор розвитку самосвідомості всієї нації чи всього соціуму. Така утилітарність означає підвищений рівень суспільного інтересу до процесу визначення національних цінностей. В статті підкреслено теоретико-методологічні пошуки сутності національних цінностей як об’єкту державної політики, які були вже досліджені автором раніше. Однак, для розуміння механізму їх впливу на саму політику держави, на само- сприйняття та самовизначення нації автор досліджує загальні, засадницькі принципи та вимоги до процесу формування та реалізації державних механізмів їх захисту. Об’єктивно, що такі механізми будуть різними в залежності від суспільно-політичного устрою держави, її соціально-економічної формації та навіть етнокультурного та релігійного простору. Для сучасної України вкрай важливо розкрити додатковий потенціал для формування державної політики захисту національних цінностей, що є можливим за рахунок вивчення та пізнання сутності відповідних механізмів, які використовуються в зарубіжних країнах. Адже держава визнає національні цінності центральним елементом всього процесу державотворення. Цей процес не слід ускладнювати та розуміти як «ланцюгову реакцію». Сутність державної політики із захисту національних цінностей укладається в концепцію забезпечення національної безпеки, де такі цінності є найбільш охоронюваним інтересом держави. Відповідно весь подальший владно-управлінський інструментарій та механізми їх захисту формуються таким же чином, як і механізми забезпечення національної безпеки.Завантаження
