Напрями імплементації зарубіжного досвіду з розвитку електронного врядування в сфері публічного управління в Україні

Анотація
В статті запропоновано розглянути тенденції розвитку е-урядування на прикладі держав, в яких вони набувають різне переломлення в силу політичної та культурної специфіки. Подібний підхід дозволяє простежити вплив національних особливостей на використання ІКТ в державному секторі, а також врахувати соціально-політичний контекст. Для вирішення зазначених завдань бажано розглянути розвиток практик електронного урядування в США, Китаї, Кореї та Австралії в контексті їх імплементації в Україні. За дослідженнями автора Сполучені Штати Америки виступили одними із перших у розвитку електронного урядування, в яких вперше був запропонований та введений в офіційне вживання віце-президентом США А. Гором термін «електронне врядування», що набув світового значення. Щодо першості Сполучених Штатів Америки в електронному врядуванні в державному секторі підтверджують результати опитуванням Інституту електронного управління при університеті Васеда в Токіо. На їх думку «США посідають перше місце серед найбільших країн у розвитку електронного урядування. Політика ІКТ у державному секторі США зосередила зусилля на наданні якісних послуг населенню та підвищенні продуктивності та ефективності користувачів ІКТ». Саме такі дослідження мотивували автора статті визначити позитивні сторони США з розвитку електронного врядування в сфері публічного управління та можливі напрями імплементації їх досвіду в Україні. Особливу увагу автор статті приділяє Стратегії цифрового урядування у США, яка заснована на трирівневій моделі організації: інформаційний рівень, рівень платформ, презентаційний рівень. Також автор визначає, що серед особливостей американської моделі електронного урядування функціонують чотири принципи цифрового уряду, які забезпечують реалізацію Стратегії, зокрема - інформаційно-орієнтований підхід, принцип загальної платформи, принцип, орієнтований на користувача, принцип безпеки та конфіденційності. В статті також виокремлено існуючі недоліки в сфері розвитку електронного врядування в США, з метою їх подальшої мінімізації в Україні.Завантаження
